CIN PRESENTS TO NSICOP

The National Security and Intelligence Committee of Parliamentarians (NSICOP) has invited me to join a panel discussion on Tuesday, 31 May 2022, to provide advice on what issues, topics and subjects NSICOP might wish to study in the future. After consulting our Board of Directors I have developed some notes to support a recommendation that NSICOP study the need for a comprehensive intelligence education program across the federal government that would serve to enhance the professional practices and status of the current and future Canadian intelligence enterprise workforce. I'll let you know how it went.

I spent three hours with NSICOP on 31 May 2022, as a member of a panel consisting of me, Wesley Wark (who spoke about the overall national security and intelligence apparatus), Jessica Davis (who dealt with terrorist financing), and Barbara Perry (who talked about extremism). The others spoke for about 10 minutes. I spoke for six minutes with one slide, which is attached here for your information.

The aim of the consultation was to assist NSICOP in their consideration of topics for study in the future.

The Committee was interested in our call for a study on the need and status of intelligence education in government and of the overall idea of intelligence education, However, in my view, they do not easily remember the difference between training and intelligence, without polite reminding.

Overall, it was a good, positive meeting.

Our next step is to contact the appropriate House of Commons and Senate standing committees for a similar presentation and recommendation. The current parliamentary sitting ends

this month, so we can plan on pursuing committee contact in the early fall, when parliament resumes sitting.
