WELCOME NEW MEMBER OLIVER HORTON
Ladies and gentlemen,
Once again I have the pleasure of introducing another new member of CIN/RCR. Oliver Horton is a senior executive and governance professional with more than 30 years of experience across Canada, the United Kingdom, and the United States. His career has involved complex environments requiring structured analysis, risk assessment, strategic decision-making, stakeholder engagement, and the synthesis of information from multiple sources to support executive and organizational decision-making.
Oliver is also an AEMCA-certified paramedic ( Ontario ) with operational experience in public safety and emergency response environments.
He has been working to expand his knowledge of intelligence, national security, emergency management, and resilience through professional development activities, including studies in Canadian intelligence at the University of Ottawa and participation in related professional forums and conferences such as CANIC 2026.
In joining CIN/RCR, Oliver hopes to deepen his understanding of intelligence as a discipline and its role in supporting informed decision-making across government, public safety, and complex organizations. He is particularly interested in contributing to discussions at the intersection of intelligence, governance, risk, resilience, and leadership.
